The black and white foals were never released in a set and could be prototypes or molds from one of the LEGOland parks. There is also the possibility that these are simply knockoffs produced by a clone brand. Look for markings which indicate that the pony is made by LEGO. Yeah I made sure of that.....

Although I'm not eligible to enter as I'm not from the three aforementioned countries, I do have a quick question. Are these designs supposed to be illustrated, or are they brick-built designs which will in turn be illustrated by LEGO's graphic design team? Just curious.

This is fairly common in public displays where folks need a large number of structures to create a believable environment.
