Hi I was just crusing around on ebay and found this:

As for rare.. well he isn't that rare as he appears in 2 reasonable price sets which are still available.
On bricklink you can buy the fig for $4.50 - $6.00. So a $12.99 buy it now isn't really worth it.

Ok, no you can't, I'm sure you can get them off the site though. But are the sword and shield worth an extra $6.99?

Maximum price for sheild - $1.50
Minimum price for sword - $0.43
Maximum price for sword - $1.20
I might have got it wrong these prices are for the pearl dark gold sword, but I wasn't sure if his is that one of the copper.
That means mximum cost for fig is $8.70 if you buy from Bricklink, but you could probably get cheaper than that.

Calling Jayko "rare" ist just an overstatement, if you don't want to call it a lie. It's about as rare as the grey Harry Potter fig...
As Jon_P pointed out this fig is available from 3 sets that are currently available. "Rarity" for me implies something like "hardly ever seen put up for sale". There is not much that can qualifiedly be called "rare". Sellers always seem to find it necessary to push their sales with this little word "rare", often followed by an unappropriate number of exclamation marks (!).
