Voran; Flickr is not LEGO-specific, it's just a place to share photos.
It's very popular because it has a lot of functionality for sharing, finding and commenting on pictures. The most famous function, I guess, is that it allows users to add comments to a specific part of the picture. Someone else can probably explain it better, but it's very useful for commenting on LEGO creations.

One resen it may be restricted is you can upload any photo you want without it being moderated. So you could put inapropiate stuff on there.

Could? There is a TON of inappropriate material on there. A TON of amazing, incredible work as well, but yeah, you could get your porn fix on Flickr, too.
