Yeah he basically is, but a minifig can't really ride him.

Wargs would be interesting.

@Athos: There's also normal Crown Knights in 2008, they could ride horses.

no they would need to make a new mold, like they did for the undead horses, now that would be cool, imagine a set called warg attack, where you have 3 wargs vs 3 horses along with their riders, i would but one or two of those.

LEGO already made a warg, the Fenrir from LEGO Vikings.

But I assume you are making reference to Tolkein in which there are more than three wargs and there is nothing legendary about them. :(
