Considering that the Rohirrim were badly outnumbered, one could almost argue that the Uruk Hai Army set serves the function of being an army-building set for both sides (assuming you're ok with having Eomer clones comprising half of your forces ).
There is a rumor going around that Lego made some sort of agreement with the Lord of the Rings people that they wouldn't sell a minifigure/s by itself (themselves), possibly because it would be too parallel to the licensed action figures. Has anybody else heard this? Anything from a more reliable source than me?

There is a similar agreement with Lucasfilm. TLG has the rights to building sets, not action figures - hence why they can't sell the minifigs on their own.
Well, yeah, but as we've all seen from the Star Wars battle packs, they only have to throw in a few parts to make it a "building set". I don't see there being much in the way of legal obstacles in terms of releasing similar LOTR battle packs.
I'm not familiar with any agreements, but I think SW gets away with it by adding parts to make something like a vehicle or by not putting specific characters in their battle packs (if that were the issue). I'm not looking for nor expecting a pack to include specific characters. I'd be more than happy with packs that included a general group like the Rohan soldier or the basic Urk-hai.

Same here. I dont want a gondor battle pack that has, say, 2 gondor soldiers, a ranger, and denethor and faramir. I would MUCH rather have 3 gondor soldiers and 2 rangers... That is the problem with the uruk hair army set, it has Eomer, so if you get ten of them you get a ton of eomers. Plus it only includes one rohan soldier...
What I wouldn't give for a rohan battle pack...it would be a great way to get some awesome torsoes, those sick rohan helmets, rubber tipped spears. Especially since I didn't get the uruk hai army.
Battle packs should be made for the Uruk-Hai, men of Rohan, men of Gondor, Orcs in general, and possibly Haradrim/Easterlings. They would be cool battle packs
