OK, so I ran a quick analysis and came up with some stats based off a relatively small sample size of 25 voters. I'll share what I can without giving away the results so far

Loreos votes for itself more than 2x as often as the average
Garheim votes for itself more than the average by a very slim margin
Lenfald votes for itself less than average by a very slim margin
And the Outlaws vote for themselves more by a very slim margin.

So to summarize, maybe we just have to apply your proposed rule to Loreos.
Or, you've just proved Loreos are the best builders. :D

So what we can determine from this is that the Loreesi are the greedy merchants everyone suspected them of being, and Lenfald is the only faction with honesty and integrity.
