Yes, MattiusX and leuan are now in charge of Loreos. This question was probably better suited for either the FAQ thread or just directly PM'ed to one of the faction officials, but I'll let it slide

As far as I know, there is no rule about the faction who is leading in points going into final voting being "in charge" of collecting votes. I actually have no idea what difference it makes.
MattiusX graciously volunteered, so he will be taking care of it for this GC.

Okay yeah that sounds good. I hope that didn't sound really arrogant. I was just asking an honest question. I guess I got confused about that because of our win on GC 4 then Elderon posted GC 5 thread. So I thought the winning faction got to control the next story development. That's one of the reasons I thought it was so critical to win the GC's.
