My Lion knights are part of a province in the Western Empire, while my Dragon knights are part of the Eastern Empire. The empires have been at war several times in the past few hundred years, but are in the present in a cold war instead of open conflict.

I don't assign loyalties to the soldiers themselves usually. They are loyal to the ruler of the Western Empire and if the ruler does not require an army, they are mercenaries for other allied countries.
