IMHO, if you have the guy's home address, the first step would be to send him a recommended letter, asking him to either ship your items, or reimburse you. Add that if he doesn't comply within a certain period of time (give him two weeks or so), you'll be forced to take legal actions and involved the authorities.
That should certainly get his attention at the very least.
My two cents, for what they are worth here.
EDIT : BTW, this would be considered mail fraud, and it's a federal crime in the USA. Meaning, if you do report him, he'll have to deal with the feds.
